Loddon Parish Council is a pro-active, non party political organisation which works within the overall structure of local government to get the best deal for local people.  The council is made up of eleven councillors who are elected every four years.  It has two part time employees – the Clerk Anne Panella and the Finance and Projects Officer Howard Keeling.  The Parish Council’s work can be divided into two areas; statutory duties and community functions.  The statutory work involves liaising with organisations like the Broads Authority, Norfolk County Council and South Norfolk District Council, consulting on such things as planning applications and development.

The community functions include addressing local issues and undertaking projects to improve the community, such as providing the skate park, Christmas lights, benches, dog bins and flower displays. The Parish Council also maintains the war memorial and contributes to the upkeep of other community areas such as the churchyard, playing fields and Pyes Mill. The Parish Council meets on the second Thursday of each month (excluding August).  Members of the public are always welcome to attend the meetings and are given the opportunity to address the Council to express opinions or ask questions.  Anyone meeting certain criteria (such as living within three miles of the parish) can stand as a Parish Councillor.   If you are interested in finding out more, please contact the Clerk.

RESPONSIBLE FINANCE OFFICER

Loddon Parish Council is seeking to appoint an experienced financial administrator to the role of responsible finance officer. Reporting to the clerk, the key responsibilities will be to provide day to day financial management of the parish council and to manage the parish council’s financial affairs within the legal framework for local authorities and to comply with current legislation and recommended practice. It will also include preparation of end of year accounts, annual budgeting, management of expenditure within budgets and regular reporting to council on all financial matters.

The parish council is seeking someone with book-keeping experience as a minimum but preferably with accounting qualifications and/or local government experience.

The successful candidate will also be required to deputise for the clerk when necessary,  provide administrative assistance to the clerk and to deal with members of the public on a day to day basis. We are therefore seeking a team player with a ‘can do’ attitude.

Whilst most of your hours will be office-based during the week, you will need to be flexible to attend evening meetings as required outside of your normal working hours.  

Local Government experience and holding the Certificate in Local Council Administration (CiLCA) is desirable but not essential. The professional development of staff is supported and funded by the parish council.

The post is for 9 hours a week over three days – Tuesday, Wednesday, Thursday 9am – 12pm – and is based in the Parish Council Offices in Church Plain, Loddon. The salary will be paid in accordance with experience and in line with the National Joint Council Salary Scale rates and will range from SCP 18 (£24,313) – SCP 21 (£25,801) pro rata. This position offers the Local Government Pension Scheme and the standard employment terms and conditions agreed nationally.

Loddon Parish Council is seeking to appoint a competent and experienced administrative assistant to assist with the day to day tasks of the council and in support of the clerk and finance officer. This is a varied and interesting role within local government requiring excellent communication skills, a ‘can do’ attitude and a good range of skills.

You will be responsible for manning the desk when open to the public, answering the phone and responding to post and email communication. This will require dealing with a range of enquiries relating to all aspects of the council and the wider community so having a good local knowledge and experience dealing with the public will be very beneficial to the role.

Other duties will include assisting in the preparation and printing of agendas, setting up for meetings, ordering goods, responding appropriately to reports of damage or repairs required and a variety of other tasks as required by the clerk to whom you will report.

The post is for 9 hours a week over three days (Tuesday, Wednesday and Thursday) and is based in the Parish Council Offices in Church Plain, Loddon. Salary is £9.21 per hour, £17,711 pro rata. This position offers the Local Government Pension Scheme and the standard employment terms and conditions agreed nationally for the sector.

Assessment based on deriving risks by category for each asset/activity – as detailed in the Risk Register (copy held by Clerk).

Risks are derived by using the expression: Risk = Likelihood x Consequence and summing over the range of possibilities for each category of risk for each asset/activity.

Both ‘likelihood’ and ‘consequence’ are rated on a simple five point scale from 0 (lowest likelihood / consequence) to 4 (lowest likelihood / consequence).

The same likelihood scale is used for each category of risk while that for the consequences varies.
